Policies and Strategies

Since the enactment of the Drug Control Act (DCA) in 2003, the Act remains the only legal instrument guiding the fight against drug abuse and trafficking. All management and operational activities and mandates are derived from the Act.
The objective of the DCA is to ensure that drugs and its attendant problems are contained with adequate measures that guarantee the safety and well-being of society. The need to develop a five-year strategic plan was identified as crucial to serve as a guide to our operations. Accordingly, the Agency is presently developing a strategic plan to cover the period, 2017 to 2021.
This move was triggered by the pressing demand for a formidable response to the disturbing surge of illicit drug trafficking and abuse. The goal is to have a detailed and well tailored strategy to guide and reinforce the enforcement of the Drug Control Act.
In 2015, the Agency developed a comprehensive Code of Conduct for staff. This instrument is designed to regulate and sanction the activities and general conduct of its staff. The rationale is to highlight the importance of regimental discipline and to design appropriate disciplinary measures for personnel of the Agency. It is strongly believed that the Code of Conduct will inculcate strict disciplinary principles in staff and ensure adherence to professional and ethical standards at all times.
The first ever Staff Service Rules has just been finalized and approved by the Board of Governors and the Executive. It embodies the rules and regulations governing the administration and management of the Agency.

The main aim of the Service Rules is to provide policy direction to ensure that the Agency operates an effective human resource management system. It provides guidance on policies and procedures for staff recruitment, training and motivation, performance appraisals, compensation, discipline and grievance, staff welfare, health and safety, and it also covers aspects of employment related laws and best practice.

After being amended five times since 2003, the Drug Control Act is undergoing a complete overhaul. This is necessitated by the need to further align the Act with international standards and best practices.
